This fraudster should not be confused with any other company that may have a similar name. The website graphics and the evidence below identify this criminal.

Leading Delivery Service, Inc. is a re-shipping fraud job spamvertising website. It makes no claims of having been around for a long time, in fact it claims to have only been founded last year (Jan 2008), but even so claim an unlikely worldwide capability. However, although supposedly based in the UK and Texas, they are not registered with the UK Companies House, nor are they registered on the Texas Taxable Entity register so they are clearly a fake company. They are also displaying a clearly fake, (non-clickable) Network Solutions Secure Site seal and a fake TIACA membership seal. The only purpose of the website is to lend an air of legitimacy to the inevitable spamvertised reshipping fraud job under the title "Regional Manager" which is hidden in a large list of other 'jobs'. A Copyscape check indicates a previous alias of Leap Delivery, (now disabled), and they have a current apparently related, (by site content), fraud alias of Norsten Logistics Ltd.

Evidence of Criminal Fraud:

i) The criminals claim to have been formed in January 2008, but their website domain leadingdelivery.com was only registered with Enom Inc. on 02-dec-2008 for one year only - a clear indication of misrepresentation and fraud.

ii) The criminals claim to have a corporate office in the UK but they are not registered with the UK Companies House - clear evidence of a fake company - check for yourself

iii) The criminals claim to have another corporate office in Houston, Texas, but they are not registered as a taxable entity in the state of Texas - Clear evidence of a fake company - check for yourself.

iv) It's a pretty generic company name, but a Google search for "Leading Delivery Service, Inc." shows no web presence whatsoever for this particular company, apart from their own website of course, which lends the lie to their claim of a worldwide capability. Clear evidence of fraud

v) They are displaying a fake Network Solutions Secure Site seal on a non-secure page which should be clickable for verification purposes, but it is not, in fact it is simply a .gif image on the criminals own server - Clear evidence of fraud

vi) They are displaying a fake TIACA Membership certificate - a webcheck shows that they are not in fact members of the TIACA - Clear evidence of fraud - check for yourself.

• - A UK Postcode business search finds no business of the name "Leading Delivery Service" in Leeds which is not surprising as it is not a UK registered company. Check for yourself.
• - The supposed headquarters address 9 Park Square East Leeds, West Yorkshire LS1 2LH Googles as just a small block of rental office space - a delivery service would need warehouse space, not office space in a small block such as this.
• - The telephone number 0113-815-1050 just goes to voice mail even though it is supposedly the fax. number as well.
• - A US zip code lookup for the street address "16288 Park Ten Place Houston Texas" returns the message "The address you provided is not recognized by the US Postal Service as an address we serve. Mail sent to this address may be returned". It appears to be a fake address - check for yourself.

Regional Manager should receive packages from the shops/warehouses or
directly from our clients and ship them to the Regional Manager
worldwide or directly to the customer.You'll receive prepaid shipping
labels or money for shipping for all the packages. Most of all, we ship
out packages with the help of USPS/UPS/DHL/FedEx. You'll have your own
account at the web site where you can read your current and completed tasks.

Each task contains information about the package, the tracking number
and estimated delivery of the package (if it is provided by
USPS/UPS/DHL/FedEx).
Also, each task contains instructions for each package.

PACKAGES:
Packages usually contain electronics, music equipment, sometimes
clothes, sports equipment, goods for the home and jewelry. We do not

The above 'Regional Manager' job could not be clearer - it is a part-time, work from home job accepting parcels to your private address and forwarding them on to these crooks. It is the well recognised function of "re-shipping fraud". There is no genuine requirement for such a service and what the unfortunate 'dupe' may not realise is that the goods he has reshipped have been purchased by fraud, e.g. stolen credit card details or auction fraud and he will be the only traceable link in the chain. This fraud is well documented by many authoritative agencies, e.g. the United States Postal Service detail it here in a press release dating back to February 2005.

It amounts to handling stolen goods and such criminal activity will get you a visit from the police and possibly a criminal record - don't be tempted. Such a job is clear evidence of fraud - no legitimate company is going to entrust the job of 'shipping agent' to any John/Jane Doe recruited at random from the general public. If you are lucky the packages will contain the goods obtained from fraudulent EBay auctions or credit card fraud. If you are unlucky they could be drugs or anything at all.

The above evidence clearly demonstrates that the Leading Delivery Service, Inc. website is a fraudulent website set up with intent to deceive. If you are an abuse team that has received an abuse report regarding these fraudsters, please consider immediate termination of their services in view of the absolutely undeniable evidence of criminal fraud - please don't delay - these criminals will not respond to any communication from you, (all their whois data is usually false), but will simply take advantage of any attempt at communication as a delaying tactic to allow them time to carry on their criminal activity and prepare their next network.
